Bylaws, warrants and general delegations

Understand the supporting registers that sit alongside Acts and keep their status, evidence and review requirements current.

This guide is for administrators managing officer warrants in LocoDELEGATIONS.

Before adding a warrant

  • Confirm the relevant Act or Bylaw is available in the council environment.
  • Confirm the person has an active LocoDELEGATIONS user account.
  • Confirm the person’s position exists in the Roles database.
  • If the council uses Microsoft Entra ID, confirm the user is included in the nominated warrant-delegation security group. LocoDELEGATIONS identifies this group by its Object ID (GUID), not its display name.

Add an Act or Bylaw to the Warrants register

  1. Open Warrants.
  2. Select Add New Act/Bylaw for Warrant.
  3. Choose whether the source is an Act or a Bylaw.
  4. Select the required Act or Bylaw from the corresponding list.
  5. Add the description and sort order where required.
  6. Select Save.

The Act list is drawn from the council’s Acts register. The Bylaw list is drawn from the council’s Bylaws register.

Add a warrant section

  1. Open the required Act or Bylaw entry in the Warrants register.
  2. If the required section is not already listed, select Add New Section.
  3. Complete the section details and save them.

Assign the warrant

  1. Open or edit the required warrant section.
  2. Select the person and the associated role.
  3. Select Add New Warrant.
  4. Enter the date the warrant was issued and complete the other required details.
  5. Select Save.

A person must exist as a User and their position must exist as a Role before the warrant can be assigned.

Review and audit warrants

Each warrant record can be viewed, printed and reviewed through its history. Use the Warrants Report and Officer Warrants Due for Review report to monitor the register and upcoming review activity.
